The first definition is identical to the definitions found in the Texas Sales Tax code. These are definitions that “include” Federal areas. This by direct inference excludes non-federal property. States of the perpetual Union do not have the authority to tax the Federal government. Therefore, any tax statute that taxes Federal areas is being exercised by a Federal taxing authority. Bingo.
The reason the States are defined to be just the territories, is that after the civil war the individual states went dark, leaving only DC to run the entire country. Worked at first, but today we see the problems of allowing a central government to control such vast resources.
The US Government has always governed only what they own, it changes daily. I agree they bluff there way over the rest.
