>NOTE – the US is foremost a location not a government, while the USA the Confederacy is foremost an agreement.
Chances are you are not doing anything in the US.
The first comma separates the power of Congress to lay and collect taxes on incomes from the sources of  that power. Congress can tax because the United States of America owns the United States and because the United States of America is a government, the Confederacy, and the Confederacy can make laws for the United States. The federal income tax is an excise tax on the performance of  a public office as all such offices are located in Washington, D.C.
Social Security taxes are taxes on the wages paid by employers in the United States. As the United States is owned by the United States of America, employees of  employers in the United States are required to match the tax paid by the employer. The United States of America, as owner of  the United States, can regulate everything in the United States.
An excise is a tax on a privilege. Doing anything in the United States is a privilege. The excise tax on employment in the United States is measured by the amount of the wages paid by the employer.
